This one is a Western Sandpiper, a common North American species of peep, or tiny sandpiper. It, along with its cousin the Least Sandpiper, frequent the coast of California during the winter and then go up to the Arctic to breed. It is distinguished from the Least by its black legs and grayish plumage. What this one was doing sitting by itself on the north jetty, I couldn't discern. Such a small bird to be out there all alone.
