Delicate plant

I think this plant is so lovely, neither my neighbor or I know what it is. The little branches unfurl like a fern so perhaps it's from that family. He said he came close to killing it last year with fertilizer. Now it is going crazy. When it gets a little bigger I am to receive some to transplant!
