This is the Shannon & Chesapeake on Halifax Road, Todmorden.
To commemorate the battle fought on 1 June 1813, between the Royal Navy's frigate HMS Shannon and American frigate USS Chesapeake, as part of the War of 1812 between the United States and Great Britain. 
HMS Shannon won and USS Chesapeake was captured in a battle lasting just over 10 minutes. 
I'm not aware of any specific connection with Todmorden.

An odd kind of a day today - snow, sun, wind, snow, sun, wind etc.etc.  Time it all ended.
