Silly Saturday

Bit more Bristol graffiti  - what is the difference between street art and vandalism?  A recent Banksy was splashed with paint and the council lashed out at vandals.  Isn't Banksy one?  My entry for Silly Saturday with thanks for continued hosting by admirer
