The River Ouse, St Neots

It was very cold and windy but through a camera it was calm, blue and just a bit sunny. As we walked across the park it was clear that the river had flooded its banks in the last 2 weeks. Why hasn't our stream which feeds the river done the same and filled our pond up? Who do I complain to?
