Upon finally getting round to restoring the nice pink brake blocks in place of the horrid grey brake blocks installed by Evans when they replaced my recalled brakes, in addition to stopping the horrible scraping sound I fixed the non-recoil of the brakes by putting the brake spring catch in the correct hole.
