Ferns or Fishes?

Not sure what these panels surrounding a local storage area are meant to represent. The panels, probably about 12 of them, are identical. Sometimes I think they are ferns and other times fish bones. What do you think?

Another day of staying at home apart from a quick trip to Waitrose. Snow turned to rain and slush. Even the cats don't want to go out. My sister and I have postponed my trip to Hove until the weather improves a bit.
