Cotton Wool Seed Head

These plants seem to have a Cotton Wool type Seed Head.
Amazingly stupendous .
I think this is the Japanese Anemone. 
Found in a Garden on my walk home from work.
Happy 112th Birthday to my Step-Mum today.
