Did He or Didn't He?

The hour arrived and the man of the moment blinked. The President of the Regional Government of Catalonia did not make unequivocally a unilateral Declaration of Independence. It's not clear what he did . . . it was either a declaration put immediately on hold or a hold instigated before making a declaration. Classic face-saving, squiggle-room-making semantics but at least it has pulled Spain back from an unprecedented crisis for a few weeks.

I'm tempted to say the bank robber with the bag of swag on his back looked up to see the security cameras on him and dropped the bag in the revolving exit door bringing it to a standstill.

Time will tell how things will develop.
