Goddess of the garden
I am not sure who this statue is meant to depict. Flora and Pomona were Roman goddesses of the garden, one specializing in flowers, the other in fruit.
Pomona's attribute was a pruning knife so she should be the obvious choice of a patron for rosarians. This OGH garden has a specialty in roses so I will lean in that direction.
In another reference, Pomona is listed as the goddess of fruit trees, gardens, and orchards. Unlike many other Roman goddesses, she does not have a Greek counterpart, though she is commonly associated with Demeter.
