Species of kiosk?

Species of pedestal? Has me flummoxed. A kiosk or 'preiptero' is a little street shop that sells tobacco, chewing gum, crisps, magazines etc. 
I suspect that this one is trying to tell us that it is a different species, or that it is special in that it also has bar stools and serves coffee. I guess I should have asked the chainsaw gang sitting outside who gave me a happy thumbs-up when they saw me taking their photograph. 
Upstairs is unfinished and is still displaying its building permit number.
