Water Rights?

One of the current election fights in NZ is about water and wether if should be free especially to large overseas companies who are bottling it and selling it overseas.  Yes it is free and we do have a fair bit of it around but as in other countries there is a charge for delivering it to Tuss's water bowl in towns and cities and farmers and others just obtain "rights" to get certain amounts of it as required.

Small stuffed dogs do not get into political discussions about this stuff but we did spot the fountain at the Botanical Gardens the other day so before it looked like water may fall from above….Hasn’t yet…..We returned for this image as The Boss was carrying the title around in his head and also needed the walk.
It was a bit windy so he passed on the crepes this time.
