Heron using mobile phone?

This picture was taken from my bedroom window.  The farmer has harvested the wheat and this heron has decided to stand in the middle of the field amongst the stubble for long periods.  I wondered if it was looking for rodents displaced by the farmer but I haven't seen it catching anything.  In fact it appears to do nothing except scratch its head - and that's not easy for a heron.
