Poor Kid

Looking through some old photos at my sister's house and came upon this one of a child.  I don't know who it is and I don't know if it is a boy or a girl.  I know they used to be dressed in a similar fashion at the turn of the 20th century.  The outfit - especially the bonnet - looks very uncomfortable - although the little one seems happy enough.
