Yes, those three workers really are perched 20 meters up with only a few planks under their feet. I'm not sure I would trust my life to such a rickety arrangement, but they went about their work with nary a thought nor safety harness. I featured this construction project previously and the conditions were similar though the workers were two stories lower (not that it would make a great deal of difference). All in a day's work on a Mexican construction site.
