Another Plan B.

Is it a bird? Is it a plane?? NO, I suspect it's a bird scarer.
I had occasion to be in Carlisle today. The route I used took me past a car-dealership. As I approached I thought ... "Funny place to fly kites." 
As I neared I saw they were, in fact two of these. The only reason I could think of was possibly to deter bomb runs by feral pigeons. Unless a Carlislian can enlighten me.
