Monkey on the beach

From a distance, I thought this was a large bird with a white head perched on a rock.   But when I got closer (and only from this one direction), I see a monkey with a white head, mouth open, looking over his shoulder, perched on a rock carving of a monkey's head.   It is really uncanny, something about that posture.     Don't know who put it up or when.
