What are they doing?

Strangely this evening groups of people were seen making their way towards the water's edge. People gathered at the marker for the river. and nearby  The sea was right out, maybe half a mile. After standing around for a while they all dispersed. So, were they just admiring the shoreline or was there something in the sea there
