A relic?

A low low tide this evening and I wondered seeing this stump sticking out of the water if it was a relic of the old Portobello Pier. Looking back to the Prom, it seemed to be in the right place to be a concrete foundation for one of the pier supports and there does seem to be a stump of rusted iron sticking up there. But maybe it's just a rock?
