WHAT IS IT?!

See this? The little drops of something have been there for a few days and I have no idea what they are and even less idea how they got there. i am 2 floors up - 3 if you count ground as one. they are on the outside of the window. They are sticky. How do I get that off? If any one knows what it might be and how to get it off I would love to know.
I just had to blip it anyway. You never know what someone might know.
Meanwhile - the sun shone today. I'm just saying .....
OH and .. the plants don't seem sticky or affected all, just to add to the conundrum.
