Lengthy conversation with the council lady today who visited the flat yesterday and, unlike her colleague the previous day, did actually notice the shit.

She spoke, also at length, to the dog owner responsible for the shit who apparently made big promises to change her (dog's) ways.

Based on this photo, I'm not holding my breath. Or believing a single word of it.

So now, according to Avril Ward, Technical Officer, the case is closed. For allowing her dog to shit the communal garden area and not clean up for the best part of a year, there are no sanctions, no penalties.
