Fire hydrant location in the sidewalk.
If you look closely, you can see the two shachihoko (shachi) surrounding the plate. Shachi are mythical creatures (likely originally from India/Hindu), with a tiger-like head and carp-like body (some people say orca). They are a kind of symbol/guardian against fires (as well as power and wealth), thus their placement on the fire hydrant cover. You can also see them on castle roofs. I think they are usually always paired, male and female.
