Not a bad pad!

We went to St Bees today and had a walk round before visiting an open garden. This house was the birthplace of a C16th Archbishop of Canterbury. (I have already forgotten his name - Archbishop Someoneorother)
The extra was over the door of another property. The up-right seems to be a rope. Has anyone any thoughts about it?
