Pink and hard

This graffito in Northampton reminded me of the old joke:

Question: Whats pink and hard first thing in the morning?

Answer: The Financial Times crossword

There is a graffiti artist on Flickr called Nugsone but his designs are usually more intricate than this. Nugs seems to be short for nuggets which are a particular form of cannabis.

Can anybody explain the slogan "Nugs not drugs" which is available on teeshirts.
