First time I've seen this...

The SIP in Suzhou has a lot of green space and constant construction on the roads and sidewalks, so it's not uncommon to see wheel barrels around. The gardeners use them and the construction workers use them.

This is the first time I have seen any locked up though. I'm guessing someone really doesn't want their wheel barrel stolen.
