A puzzle

If this is a statement it’s clearly right, since beyond this point is a wall. Or, if ‘beyond this point’ means right or left of the sign, it’s wrong as there’s plenty of litter in both directions.
 
If it’s an exhortation why is litter unacceptable in one direction and acceptable in another?
 
Another puzzle: if you are told that you should dress to set an example to the people you are helping find work, does that mean you dress as a gardener, a shop assistant (or retail associate or whatever they’re called at the moment), a painter and decorator, a receptionist (with high heels, obvs) or as yourself?
