A Doris Shelter?

This is a Shelter on the Sands in Brampton, just across the road from my house. I occasionally see the odd tiddly group of teenagers there. 
It is dedicated to the 9th Earl of Carlisle George James Howard (1843-1911) and his wife Rosalind Frances (1845-1921).
