Shoes on a string

While walking along Ringvägen (Circular Road) on South Island today we spotted these. Wonder how they got there?

EDIT: Thanks to Anonymoose we found this link that should throw some light on the subject. Or maybe more confusion. I certainly hope these shoes doesn't advertise a local crack house on Ringvägen :-)
