Professional help needed

I have this picture of my grandparents, well I should say my Mum has a picture of her parents, that is very old and in a bad state, I tried scanning it and using paint but for the life of me I cant fix it.
I think I will take it to a professional and see if they can return a lovely copy for my Mum instead of me fiddling with it.

I tried photographing it to see if that would make a difference but it was worse!
