Clear?

Don't know if this is a new sign, but I'd never seen it before. The idea of parking being prioritised, rather than reserved, struck me as being a bit odd.

Is it meant to be like bus seats, where anyone's allowed to sit down, but you're meant to give up the seat if a disabled passenger needs it? I'm not entirely sure how that would work with a parking space.

I tried googling the phrase "parking prioritised", and only got 11 results. I think we could be witnessing the birth of a new piece of gobbledegook.
