A handy sculpture

First spotted a couple of weeks ago with my friend Penfold-this sculpture stands in Folkestone harbour,disappearing when the tide is high- it is made of bricks ( I think!) and for the moment I know little else about it....!!!
But I'm on a mission -so I'll let you know when I've done my research..!!
