A Busy Bumble Bee, Ballooning

I was walking along a coastal path and spotted this bumble bee busy on  seed heads.

Focusing on the bee, I didn't discover until I uploaded the pics at home that what I thought were seed heads, had a flower attached below. ( You can see a complete but blurry one on the left.) 

It reminds me of a hot air balloon with its basket. The bumble bee has made a hole in the base of the 'balloon' and inserted its mouth parts. I wonder if it is sucking or licking? :-))

Now I am going to have to go back and take another look at these curious flower/seed heads.
