Bike?

I went up to the top of the Walk for a few messages (Bob Dylan triumphantly playing in Tattie Shaw's as I selected my veg) and when I returned on a number 16 I found this interesting looking item locked to the railings of the Tibetan Buddhists' gaff. Really can't imagine the Dalai Lama on one of these, though.

I wonder what it is. Anth? MrSmith?
