Abandoned but not forgotten

The owner of this 14th century house was left it in a will 30 years ago but has never done anything to it since although last year he did try to get planning permission.  The neighbour reckons he is waiting for it to fall down and has had to build a brick support to stop it all falling into his garden and against his house.  It is grade 1 listed and is one of 6 in Gloucestershire needing help but the council have no money...
