I belong to NextDoor Neighbor, an app, that keeps you informed and able to communicate with people in your neighborhood.
Everyday I read the topics and comments that people in the area post to this app. Coyotes, rats, squirrels, bird feeders, furniture for sale, and so on.
An article was written about one neighborhood that took action and cleaned up the tent cities, graffiti, used needles, confiscating stolen goods, etc. that had popped up under the overpasses by the freeway.

If you have time to read this it does bring home how difficult it is to accomplish anything with all the agencies, bureaucracies one has to navigate.
