Scattered or isolated homes was an initiative started on Sheffield to workhouse children 'foster homes' to reintegrate them into normal lives.
Or prepare them for a life of drudgery if you prefer.
I think there were about 7 or 8 in Sheffield some for catholics and others for protestants. About 10to 15 in a home overseen by a matron.

There is a lot of info about it on line interesting if sad stuff, and I don't know how much difference it made, for good or ill.
