The high electrical field at a working place

where 1 V/m is the electro-biological limit - whilst the legal limit is somewhere around 5000 V/m!?!
The higher field on the right is due to a charger under the table.
This is a part of a report for a company concerning mobile and electrical fields around their workplaces.
Hopefully they will agree with measurements.
