We had one but the leg fell off....

This huge, three legged chair is in a square just in front of the main entrance to the UN building in Geneva.
I have asked many people, including UN employees, if they know its significance, what it represents.
Thus far I have no answer....
Can anyblipper make any enlightening suggestion?
