" Build it and they will come"

Eat Street Café is the one and only true café on the Gosford Waterfront, and as you can see even it is not a permanent structure. There are other cafe's of course but these are across the road and not absolute waterfront which the city is crying out for. Hopefully, they are not too far away, but I won't be holding my breath!!
I wanted to put an Extra on but it isn't allowing me to do so. Has anyone else had a problem with it?
