Bald Faced Hornet and Friend

I think it must be his friend because he poked around at it and didn't eat it.  I have no idea what it is.  I hope someone can help with the ID.  I'm happy to say that this was not in my backyard.  I have enough trouble with the wasps!

I'm posting late and falling behind on journals again.  I hope to catch up with everyone by Friday.  There are just not enough hours in the day!
