Nuts

Crossing Clifton Suspension Bridge today and Mrs UE said 'what are they for'?  pointing at the items in the picture to which I replied 'Nuts'. They are in fact nut covers coloured in a way to make them more obvious to tall walkers and cyclist as they are at head height and they could be nutted!
I thought you may be interested...or maybe not.
