Misspent youth?

Today I went to my neighbour's garage to collect some tools and spotted this sign. No, it wasn't the the rustic sign from HM Embassy in Nepal but part of his clothes chest from when he worked for HM there many year ago and kept as a memento. And yes , he is very old!
