Set them free

The first that came into my mind when I noticed the theme "free" for Mono Monday was Stings "If you love somebody set them free".
It was a sort of anthem for Amnesty International in former days.
The second was an advertisement from Reporters without Borders , which I have seen in the newspaper some days ago. I was looking for it and searched for it in a lot of newspapers, but I couldn't find it back.
But I finally found it online and asked my Hanullis for some help.
The quote means:
If nobody writes about jailed journalists in China, all are free again?
