What could this be?

Approx 12 mm blob of goop appeared on a fence rail.  Over a few hours it developed a bubble which grew progressively more transparent and then  the bubble had burst and just some dried up crud left.  Looked like some sort of egg deposited and then hatching.  Any suggestions?
