...... or not?

Driving home from Elie, in the most miserable weather conditions, I spotted this guy in my rear view mirror. As I had approached the post all I could see was the outline shape cut from a piece of sheet metal. Intrigued, I found a nearby place to park and went to have a look. Quite scary particularly for anyone driving towards the 'cop'. Is it a joke or a speed deterrent .... who knows!
