What's Going on Here?

I am at a traffic light, stopped. I look over to the left and I see this lady police women standing on top of this roof of Dunkin Donut. There are 4 police standing around this group of people. In the middle is a guy in a wheel chair. I have no idea what this is all about but it was a bit interesting. I now know what's going on here. The Police have partnered with Dunkin Donuts to fund raise for the Special Olympics This is being done in hundreds of towns.
