...the 'beckoning cat' and not Chinese as I had believed but Japanese, originating in the 17th century Edo period and traditionally a  Calico Japanese Bobtail.

Not waving but beckoning and that is the key.
The beckoning welcomes wealth and prosperity, luck and health depending on which paw is doing the beckoning.
Symbolism too pays a big part and this golden dude (gold for wealth and prosperity...I wish!) wearing the collar, bib and bell an imitation of what was common attire for cats in wealthy Edo households.
The red collars dyed from the red flower Hichirimen, the bib a tribute to a buddhist divinity protector of sick children and then 'shield' based on the Koban a gold coin from the Edo period.
