Fish Without Fountain

Once mounted high
and doing what it oughta,
this fountain-head's grounded:
a fish out of water.

Its moulded metal scales and fins
are gutter-loose and trickle-free.
Its mouth's still gaping, for its sins,
while nearby bins stay clutter-free.
