Tucked away

I was crossing the suspension bridge this afternoon on my way to the Sheriff Court again* when I noticed this little lady, tucked away behind the railing. She seemed very cosy and completely unconcerned by her close proximity to the pedestrians on the footbridge. I wonder who thought to put this basket here for her? 

*asked to report in at 2pm on a Friday - no surprise to be dismissed as soon as I arrived, what a waste of everyone's time.
