This small hive is called a nucleus. It is half the size of the honey producing colonies on either side of it.
As you can see it is overflowing with bees.
Bee-keepers will keep a nucleus to act as a reserve if any particular colony should lose a queen. It does not in itself produce honey for the bee-keeper.
I use this nucleus, by removing an occasional frame of brood to put in a hive that is not quite strong enough.
